Uffington Parish Council Allotments
Notes of the annual allotment meeting held at the allotment site, Greatford Road on Sunday 9th October 2022
Members of the allotment working group and the Clerk met with tenant holders to discuss any concerns or issues arising
Cllr Brown read through the previous meetings notes to go over some points previously raised. It was noted once again that eligibility for allotments should be only for parish residents and their tenancy should be terminated on leaving the parish. The bonfire exclusions were omitted from the tenancy agreement and this seems to have worked well and no further reports of objections to any bonfires have been received.
Uffington C of E school attended the site for a visit and this was a welcome and successful visit.
Common Area –
One tenant raised a concern regarding the proximity of their plot and neighbouring houses to the bee hives. Particular concern to swarming and an incident where a call to the Bee group had to be made. One member of the group explained that Bees are unlikely to harm anyone but agreed that a swarm can be intimidating. All emergency contact numbers are listed on the building in the common area but it was suggested that a sign be erected before entering the common area to warn of the hives and to also add all emergency contacts. All emergency numbers to be shared with allotment tenants
It was noted that the Parish Council have agreed for the hives and bees to be allowed.
The mowing of the common area was raised and who was responsible for maintaining the grass areas. In previous years this has been shared and been a joint responsibility of tenants. A rota was put forward as an idea but this would have to be maintained by someone. A contractor was also suggested but this would involve a cost and was decided that this was not wanted due to keeping costs low. Tenants that were present at the meeting agreed to share the responsibility for the mowing of the areas between March and October and communication to be widely sent out on the allotment WhatsApp group
The tenants present were asked if they were in agreement of sharing the cost in their annual rental for the common land and there were no objections to this
Boundaries -
The boundary on South side (left hand side from entering the allotments) was discussed. Hedges and several large trees are overgrown. It is still unclear who is responsible for the boundary but the PC have assumed responsibility and a contractor was sought to give a quote on the works needed and remove the hedge but to leave the trees. This has proven to be a large cost for the PC. The quote given will be discussed at the next full Council meeting for a decision on if and when the works can be carried out. Works likely to be pushed into 2023
Other comments noted –
Tenant asked for overhanging branches on their plot to be cut back
Question raised if people were allowed to enter the site to help tenants with their allotments – the answer was yes this is allowed.
Tenant asked if a hedge could be removed from their plot. Various methods of taking out the large roots were discussed. Tenant to ask advice from P. Genever and to check regulations on removing the hedge completely
A tenant requested a suitable spot for two new apple trees to plant possibly to add to the orchard
A leaking tap on site requested to be repaired
Clerks Update – November
Clerk contacted Cllr Trollope Bellew regarding the bollards outside of Bertie Lane bungalows. An email has been sent to SKDC Housing 19/10/22 asking for a response within 10 days. No response received as at 08/11/2022
No response to footpath surface concern outside of Croft Farm. Clerk to continue to pursue
Clerk has contacted both LCC highways and Highways manager twice for details on having a convex mirror fitted at the top of Casewick Lane. No response as at 08/11/2022
Clerk contacted owner of land along Main Road to ask if the verge could kindly be tidied as requested by Council on 28/09/2022. Letter received from owner explaining that they have already informed Uffington Parish Council before that the area is maintained by Highways and not their responsibility
Clerk contacted Western Power regarding the trees along Casewick Lane growing up through the power lines. Inspection was carried out at the site on 31/10/2022. Land owner has requested that the trees are only cut back and not fully removed. Await an update
Trees along Manners Close have been kindly cut back by volunteers
A donation of daffodil bulbs has been kindly given to the PC from a village resident. These will be planted by the resident along with the play area working group members in November
HAGS UK have requested further video footage of swing. This has been done and await update on Swing and matting
Clerk has requested relevant documentation from Lloyds bank to open new bank account for play area earmarked funds
