Minutes of the Uffington Parish Council Meeting held remotely on Thursday 17th December 2020 at 7:30pm

Present by zoom: Cllr Brown – Chairman, Cllr Hutchins, Cllr Barratt, Cllr Woolf, Cllr Sheehan, Cllr Hartley and four members of the public. Clerk – Mrs L Thurston (Minutes)

  1. Matters arising

The charity policy has been updated and will be circulated and published.

Two tree surgeons have provided quotes for the work to trees adjoining the path to the side of the playground. The quotes are not equivalent so one of the experts will be asked to re-quote. From Greatford Road to the cricket club

There is no further news about the footpath from Greatford Road to the cricket club.

There is no further news about a parking solution in Needham Allen Close.

The Wicksteed report focused mainly on low risk items especially fungus growth.

One of the wooden steps has come loose and will be fixed. The basket swing needs to be raised.

  1. Speedwatch update

82 sessions have been completed during the year.

Two speed schemes operate, the fixed vehicle activated signs and the speedwatch group. The parish council agreed that the data should be integrated so that the teams could make better use of the data to decrease speeds and increase safety.

  1. Website update.

The website contractor has confirmed that all data will be moved from the old website and saved before the site is switched off at the end of December. The new website will be operational shortly after that and a user manual will also be provided.

  1. Woodland Trust

Native species of trees and hedge plants are currently available to councils from the Woodland Trust at no cost. Thirty plants have been ordered and will replace the hedge plants between the footpath and Barclay House. More native trees can be obtained if any position is identified.

  1. Allotment rent review

Councillors agreed that the allotment rent should remain the same as 2019/20 at £20

Councillors agreed that the precept should remain the same as 2019/20 at £3000.

  1. There were no declarations of interest for planning.
  2. Planning

S20/1532. Sycamore House, 13 School Lane. Erection of detached timber garage in front garden and driveway extension. Decision notice received. Planning granted.

S20/1172. Carrs Lodge Farm Newstead Lane. Section 73 application for the removal of Condition 3 (grain silos) of S18/0256 (Prior notification for conversion of existing agricultural buildings to 3 dwellings). Planning approved conditionally.

S20/1860 The Dormers Main Road Uffington. Trees in a conservation area.    Decision notice received. Planning granted.

S20/1647 65 Main Road, Uffington.  Internal alterations including kitchen refit, replacement flooring, lining chimney and installation of log burner. External alterations including repointing front elevation and replacement rear upvc windows and door. Planning granted.

  1. Correspondence

Letter regarding allotment dispute. The decision reached by the Parish Council has been communicated to the parties involved and the matter is now considered closed.

Letter regarding documentation available for meetings. Council have sought guidance from the Lincolnshire Association of Local Councils on the procedures for online meetings and documentation, which they will follow. 

Mary Johnston has resigned from writing up the minutes in the ledger. The Councillors extended their thanks to Mary.

A member of the public has drawn attention to some large branches which span Main Road. Neither the health of the tree nor the viability of the branches is in question.

Any other business

The hedge parallel with Manners Close has been badly cut. Cllr Hartley to raise this with the owner.

Notices on the boards are being covered up and becoming out of date. Cllr Hutchins will ensure that the board in the village is kept up to date.

Village picture by Karen Neale is now on sale via the Village Hall contacts.

The wall bordering the Pound Field needs repair. Councillors to find out who is responsible.

Cllr Barratt to find out if a neighbourhood watch scheme still runs in Uffington as a sign still exists on Greatford Road which restricts the height of the speed sign.

The Chairman summed up the year of challenges and changing procedures and thanked the councillors for their support.
