Minutes of the Uffington Parish Council Meeting held in the Village Hall on

Wednesday 4th December 2019

Present: Cllr Brown – Chairman, Cllr Sheehan, Cllr Genever, Cllr Hutchins, Cllr Hartley, Cllr Barratt, Cllr Woolf , Clerk – Mrs L Thurston (Minutes), PCSO and two members of the public.

1. Minutes of the previous parish council meeting - agreed as a true record.

Prop: Cllr Woolf, Sec: Cllr Genever.

 

2. Matters arising.

Drainage. Problems persist. No reply from Highways.

Speedwatch scheme. Going well. There will be a review meeting in January.

Replacement “No Dogs” signs. Not yet ordered.

Replacement “No parking” sign. Not yet ordered.

Play area inspection. Report received. Minor items noted which will be rectified as weather allows. Wooden steps will be replaced. Dog owners are reminded to be especially vigilant in this area and pick up after their dogs.

Hedge plants near playground. To be assessed and re-planted if necessary.

Bus shelter. Cllr Genever has replaced the wire mesh in the roof space.

Parish Council Website. Action on this deferred until next year.

Convex mirror. Clerk replied as requested and copied Highways in.

 

3. Reports from outside bodies. PCSO reported that the spate of car thefts and break-ins have been slowed down by more frequent night patrols. Policing for Bourne, Deeping and Stamford has been cut to four PCSO’s. The Stamford Inspector will leave in January. Clerk to write to Police and Crime Commissioner to express the Council’s dissatisfaction at cut in services.

 

4. Correspondence

SKDC letter re: trees. SKDC identified several trees that were obscuring access to street lights. Residents contacted.

Letter re: noticeboard & Hedge. Cllr Hutchins will assess the noticeboard and make recommendations. Hedging will be trimmed at junction of Lindsey Road/Casewick Lane if possible.

 

5. Precept. Set at £3000 for 2020/21. Prop. Cllr Sheehan. Sec: Cllr Barratt.

 

6. Planning

Declarations of interest - Cllr Hartley expressed an interest in S19/1859.

S19/1943 Mr & Mrs Smith. Proposal: Demolition of existing dwelling and erection of replacement contemporary dwelling Location: Hummingbird's Nest, Greatford Road, Uffington, PE9 4SP. The following comments were made:There are some errors in the application:The plot is not vacant;It is difficult to understand from the block plan where the building will be sited as the alignment shown is not accurate when compared to the neighbouring house.There are concerns that the village surface water pipe runs under the present garage. The pipe under the new development takes surface water from the north side of the main road including the Charters, Somes Close, School Lane and all of the older properties on this side of the village. The Council’s culvert under the Greatford Road is of larger dimensions than at present used on the site. This helps to prevent flooding on this site and the houses opposite.

S19/1127 Applicant: Mr & Mrs J Allport Proposal: Proposed new single storey extension. Location: The Lodge Casewick Park Casewick – proposal withdrawn

S19/1767 Applicant: Mr Nicholas Kimberley. Proposal: Fell 1 x ash tree on boundary between 31 & 33 Main Road with neighbour consent. Location: 31 Main Road Uffington Lincolnshire PE9 4SN – SKDC permission received.

S19/1241 Applicant: Mr Lennon. Proposal: Erection of 2no. two storey detached dwellings with associated access and landscaping. Location: Land between 9-21 Main Road, Uffington. SKDC permission refused.

S19/1859 Applicant: Mr Church. Propoosal: Plot Adjacent To, 19 Somes Close, Uffington, Lincolnshire, PE9 4UE. This application was discussed at a planning meeting on 21 November 2019 and the following comments made:

This is over extensification. There is insufficient room to build a house which will be in keeping with the others in Somes Close.

There will be a loss of privacy to the existing houses in the Close.

The access to existing homes will be compromised and the parking will be inadequate.

There is no means of access to the proposed dwelling either by vehicle or by foot indicated on the plan.

The Parish Councillors believe that the pond was retained as part of the original development and reducing this area would have an adverse environmental impact.

The Parish council also believe that there are errors in the application:

The site is designated as vacant but was the subject of planning application S17/2351 which was approved and is occupied by a hobbies room

The accuracy of the sketch is misleading in terms of boundaries and scale.

The "garden" area is a pond and model railway.

The house will be visible from the public road.

8. Any other business

Main Road sign has been removed. Clerk to investigate.

Accident on Newstead corner. A further accident has occurred.

Allotments. Cars are sometimes parked on the footpath. Members of the public are advised to be considerate to pedestrians and other road users.

Pot holes- end of Somes Close, Casewick Lane. Clerk to report.

Finger post outside 3 School Lane - not reinstated.

30MPH repeater signs – clerk to source.
