Unapproved Minutes of the Parish Council Meeting held at Uffington Village Hall on Wednesday 21st February 2024 at 7.45pm

2-71/24 – Approval of minutes from 10th January 2024
The minutes were approved as a true and accurate record

3-72/24 – Matters Arising
Cllr Brown read through the minutes of the previous meeting dated 10th January 2024.
Cllr Waterfall suggested marking the occasion of the D-Day celebrations with a lighting of the beacon in the village. Official time and date of 6th June 2024 at 9.15pm with a reading. Beacon in village is in need of repair but the ground conditions are hindering repairs. Clerk to contact Mr. P Genever at the end of April if repairs can be done.
4-73/24 – Playground Inspection Report
Cllr Brown read through the playground inspection report from 2023 and remedial works to be carried out by the playground working group. Spacer to be secured to the toddler play area gate, picnic bench to be secured to the ground with fixings and algae to be cleaned from the wooden pieces of equipment. This will need to be postponed until drier weather. Cllr Church requested matting or wood chip to be placed at the memorial bench to help with the mud. Clerk to contact contractor for quotes for the HIC impact testing report for the play area. Volunteers needed to help with the clear up and maintenance of the play area once the weather improves. To be carried forward to the next full meeting
5 -74/24 – Horse Trough Cleaning
A request to have the Horse trough monument on Main Road cleaned. Volunteers needed for this project. Cllrs to research into cleaning products to be used. To be undertaken once the ground is drier.
6-75/24 – Allotments
Quotes have been received from contractors with works to take out the hedge alongside the allotments in Autumn 2024. Cllr Waterfall asked if the hedge could be saved rather than having it taken completely. It was agreed to contact the Langdyke trust and ask for a site visit for a second opinion if anything else can be done with the hedge. Clerk to contact and arrange a suitable date. Residents and allotment holders to be notified before any works commence. Clerk to contact SKDC
7-76/24– Accounts - Monthly accounts and bank balances were presented for agreement

8-66/24 – Outside Reports
Cllr Vanessa Smith gave the following report;
Review of the SKDC Local Plan: The Local Plan for the District has had to be reviewed due to certain aspects of need and site allocation. As part of this it has become clear that more sites are needed for the delivery of the required quota of housing across the district (701 per year until 2041 - previously 650 per year). The draft local plan can be viewed online but formal public consultation on this is not launched until 29th February. https://moderngov.southkesteven.gov.uk/documents/s40618/
Local Devolution: The plans for Greater Lincolnshire Devolution with Mayoral control were discussed at SKDC on 11th January. SKDC voted to express a number of concerns with the plans and encouraged public participation in the consultation process. The consultation has now finished.

Deeping Leisure Centre: A decision was taken by SKDC full council on 11th January to give a one off grant of £850,000 to the community group to assist with the reopening of the Leisure Centre.
SK Funding Day: Information for community groups on the various pots of money available, such as UK Shared Prosperity Fund, SK Community fund, LotterySK and how to apply. Future dates: 21 Mar - Bourne.
Lincolnshire Resilience Forum: Anyone who would like to get involved as an individual can join as a Ready for Anything Volunteer: https://www.lincolnshireresilienceforum.org/ready-for-anything/
St Martin's Park Stamford: A decision was made regarding the future of this site at SKDC Full Council in February. Various options were discussed and further information on this is expected soon.
SKDC Parking Charges: These have been reviewed. There is a proposed small increase in the daily parking charge for Stamford as well as the introduction of an overnight and Sunday parking charge capped at £3. No changes are being made to SKDC parking charges in Market Deeping or Bourne. PC councilors expressed concerns at the these changes in comparison to the other towns in the district.. A public consultation on this is due soon.

UFFINGTON SPECIFIC:
I have no further updates regarding the non-working street lights at Newstead and have referred this matter to Cllr Baxter to chase up with LCC.

11-69/24 – Correspondence
The new noticeboard should have been in place at the beginning of February but unfortunately the installation team did not arrive in the correct location. New date to be set for installation team. Cllrs discussed which side of the play area the board would placed. Agreed for the board to be situated on the right-hand side of the path opposite the smaller toddler play area. Cllr Church noted that a large shed was being built in the conservation area at number 6 school lane. Pathway in village towards Copthill is overgrown and needs clearing. 12-70/24- Any Other business
Both Heritage trail proposal and nature engagement applications have been submitted to the SKDC prosperity fund.
Clerk has registered to receive a free portrait of King Charles III. It was noted that the current Parish Council noticeboard was in need of a clean and Cllr Barratt kindly volunteered to help with this. It was reported that BT Openreach had left quite a mess on Lindsey Road with recent works. Recent heavy rainfall has caused a large expanse of water along Casewick Lane once again and also the culvert remains blocked. Possible obstruction underneath the lane which needs addressing, to be chased and raised to LCC again
A member of the Speedwatch group gave the Council an update on sessions. The groups volunteers hope to resume these once the weather improves. Lincolnshire police previously stated they did not have the resource to send letters to speeding vehicles, there is hope that this will also resume going forward and with more feedback being received from Lincs Police. New signs will also be purchased and placed around the village.
