Unapproved Minutes of the Parish Council Meeting held at Uffington Village Hall on Tuesday 27th May 2025 at 7.30pm

 

Present: Cllr Yvonne Waterfall – Chair, Cllr Brown – Vice Chair, Cllr Barratt, Cllr Genever, Cllr Armstrong, Cllr Carr  and one member of the public

1-11/26 – Election of Chair

Cllr. Yvonne Waterfall was nominated and elected as Chairman for 2025/26 unanimous in favour-RESOLVED.

2-12/26 – Election of Vice Chair

Cllr Barrie Brown was nominated and elected as Vice Chair for 2025/2026

unanimous in favour-RESOLVED.

3-13/26 – Apologies received from Cllr Vanessa Smith & Cllr Ashley Baxter

4-14/26 – Approval of Minutes from 7th April 2025

Cllr Waterfall read through points from previous minutes.

RESOLVED

5-15/26 – Open Forum for public

Village resident spoke of the recent flooding along Casewick Lane. Residents would like an action plan and update on investigatory work carried out by LCC. Clerk to contact Cllr Baxter

6-16/26 – Declaration of Interest

None received

7-17/26 – SKDC Funding – correspondence received from SKDC regarding funding for trees. Council decided no area in the village with any space for extra planting

8-18/26 – Langdyke Trust – Council members agreed that UPC would be in support of future nature development plans if L. Genever  happy  to co-ordinate. PC owned land at the allotments is available for any wildlife projects

9-19/26 – Lindsey Road Bin – Village litter picker leaves green waste bin bags from the play area at this bin for collection from SKDC. No household waste bags must be left here and public bins should not be used for household waste items to avoid environment issues and vermin. Clerk to make note in Towers & spires. If residents are experiencing any difficulties in managing their household waste or emptying their bins they can contact either the Clerk or SKDC for advice.

10-20/26 – LCC Speed Limit Proposal of 40mph- UPC members wish to keep their objection due to issues previously raised. Clerk to contact LCC

11-21/26 – Allotment Pest Control – Clerk to ask allotment holders not to use household waste on their compost heaps and for chicken feed to be kept in metal bins. To contact regarding setting up humane traps to try and reduce the vermin.

All allotment plots are now taken and one person remains on the waiting list. Clerk to contact tenant to ask if it is still required/wanted

12-22/26 – Annual Governance Statement

Annual Governance Statement (AGAR) 2024-25 was unanimously adopted and signed by the Chair and Clerk

13-23/27 - Finance 2024/25 Year end

The audited accounts were formally received, adopted and resolved. The Certificate of Exemption was unanimously adopted and signed by the Chair and Clerk

Annual Internal Auditor’s Report 2024/25 was received and noted.

Accounting statement 2024-25 was unanimously adopted and signed by the Chair  

Bank reconciliation 2024-25 was noted.

Explanation of variances was noted

15-25/26 – District Report

Cllr Smith, District Councilor Report - May 2025

 

Local elections: No change to locally elected representatives although the overall control of Lincolnshire County Council has now changed from Conservative to Reform.  Lincolnshire now has a Reform Mayor (Devolution).

 

Local Government Reorganisation: Much uncertainty but district councils and county councils will be abolished and new unitary authorities formed.  Further information from Westminster is expected but it has been suggested by some that this might not move forward as quickly as anticipated. Information events are being organised by SKDC to which all town and parish councillors are invited.

It is vital that we hear as many views as possible as final proposals must be supported by widespread engagement.  We would, therefore, urge town and parish councils to send representatives to one or more of these sessions if at all possible.

SKDC Public Consultations: Currently there is a consultation for council house tenants on SKDC's policy relating to the temporary moving out of tenants in order to carry out major works on property. https://www.surveymonkey.com/r/skdecant2025

 

Local Plan: Since the last draft local plan consultation there has been a change in central Government and this has resulted in an increase in national house building targets. This means SKDC have been asked to deliver 895 per year up from 701 per year (previous government target). To meet this target additional sites were needed in the local plan.  A new draft document has been put together outlining these sites.  This will be going to SKDC cabinet next month and if approved with go out for a six week public consultation during June/July. This is obviously in addition to the Peterborough local plan which has allocated 1000+homes at Deeping gate. No sites for Uffington although increased building locally is going to put pressure on infrastructure.

 

Mallard Pass: Has been sold on to an investment company - Quinbrook Infrastructure Partners.  Meeting on 12 May 2025 with representatives of local parish councils who are likely to be directly affected by the build.  I attended this along with Cllr Trollope Bellew and Cllr Brown. Quinbrook were unable to give precise timeframes but did say they anticipated commencing the build in Spring 26 with commencement of commercial operations being towards the end of 2027.  They seemed engaged and willing to work with communities to mitigate the disruption that might be caused during the build etc.

Uffington Specific:

 

Drainage issues: Cllr Smith has been chasing this with LCC but any further escalation of issues needs to be done by Cllr Baxter as not the county councillor

 

Speed limit to the north of the village: Has been reviewed and LCC policy would not support the limit being reduced.

 

One resident has raised concerns with me about the School Planning application.

 

Cllr Smith is aware that there are concerns about the planning application at Barnack but has not commented on this application as no one has directly approached her about it.  Cllr Smith noted she would be willing to do so if asked.

 

16-26/25Planning

S25/0829 - Mr Dean Thomas Clish - Casewick Orchard , Casewick Park, Casewick, Lincolnshire, PE9 4RX-Application for a Certificate of Lawful Development regarding a previous application, SK.97/0324 (Conversion of coach house to form an annex). No Objections

S25/0821 – Mr. Andrew Evans, Uffington School, 10 School Lane, Uffington, Lincolnshire, PE9 4SU - Installation of a timber trim-trail, on the existing school field. No Objections

Cllr Brown noted he had oiled a piece of the play equipment due to noise and also that he attended the recent Mallard Pass parish community meeting and will attend the next one that is planned on behalf of Uffington PC
