Approved Minutes of the Parish Council Meeting held at Uffington Village Hall on Tuesday 19th April 2022 at 7.30pm

Present: Barrie Brown – Chairman, Cllr Sheehan, Cllr Hartley, Cllr Genever, Cllr Hutchins and three members of the public

  1. Matters Arising

No 2 School Lane- Resident has verbally communicated that he would pay attention to the stone wall and make repairs to it if necessary

A village walkabout with new LCC highways manager took place on Tuesday 12 April with Cllr Brown, Cllr Sheehan & Cllr Church. The meeting proved extremely useful and worthwhile. Cllr Sheehan discussed the request for the extension of the footpath along Greatford Road to Uffington Cricket club unfortunately there is noLCC budget to cover this works. Our request has been received and a case will be put forward, it was explained that if any futureexpenditure becomes available for such projects this would be put forward for consideration.

Potholes will only be filled if the depth exceeds 40mm. It was noted that surface dressing works are scheduled for Casewick Lane. There are drainage issues along Casewick & photographs of the culvert and ditches have been submitted. Uneven footpath along Casewick outside of Croft farm and the postbox was noted. Speed signs along Casewick have previously been reported and LCC highways manager took note. Flooding issues at 33a Casewick lane were also put onto the list to be reported back to LCC for action. Flooding issues along Greatford road at the junction with the Charters was raised by Cllr Church. No action to be taken until photographs of flooding sent into LCC. There are several grit bins in the village and these have joint responsibility to be maintained by both the Parish Council and LCC

  1. Queens Jubilee

Following a discussion on various options a proposal was put onward toagreethe purchase of 108 Personalised Commemorative Jubilee mugs for the children of Uffington village at the cost of £420.12 plus VAT, delivery and any extra charges

  1. Upp Broadband

A leaflet drop was handed to all residents of Lindsey Road regarding the installation of two telegraph poles. After communication with Upp and several discussions there has now been confirmation received that the telegraph poles will no longer be installed and there will be an underground dig to provide requested residents with fibre broadband

  1. Speedwatch

Proposal to agree a maximum cost of £20 for room hire of the village Hall 20 April. This is to enable a handover meeting from the current admin member for training and to relinquish Speedwatch equipment. A group member noted that all equipment must be handed back so that the village group can fully benefit and to run the group productively.

Proposal to instruct a contractor for quarterly playground inspections for maintenance and safety. Hags UK- original equipment installer to be contacted for more detailed information from basic quote. Action - Clerk to Email

  4. S22/0722 - Single storey side and rear extensions to dwelling, 2 School Lane, Uffington, Lincolnshire, PE9 4SU

Listed reasons of objections to be submitted to SKDC to include

Parking – With the increase of the size and use for family members the concern regarding more vehicles was raised. The issue of parking along School Lane is already a problem.

Highway Safety – Parking of vehicles on the corner of the T-Junction already causes concern for motorists and cyclists

Conservation area – The property sits in the heart of the conservation area of Uffington village and must be protected. The Council feel that the proposed plans are not proportionate to the other bungalows along School Lane and not in keeping with the street scene

Highways – proximity of the proposed extension to the public footpath being less than 2m is a concern

Cllr Genever has sent own comments direct to SKDC

  1. Correspondence

A Request from Uffington Cricket Club to the Parish Council for a donation towards a defibrillator to be installed at the cricket ground. Comments from Councillors were made questioning if this was for the benefit of the whole village as there is already a defibrillator placed at the Bertie Arms. Councillors are also aware that the precept has been kept low again for this financial year and that they are budgeting public funds carefully. A £50 donation was agreed to be sent.

A request from Village Hall committee regarding Uffington village Facebook page. A member who does not reside in the village holds the full administration rights and amendments and links to other social media sites cannot be currently accessed without the shared passwords. Request from the Parish Council to politely request that the password be shared to member (s) of the VH committee to safeguard the page

UVH are planning a Jubilee initiative for a project ‘Snapshot of Uffington’. This is for an archive project to build up a portfolio of everyday living in our village. All residents are invited to take part and to submit their photos in June to UVH. The Parish Council were invited to have a photograph taken of a general meeting for the archives. All agreed this was a good and positive idea.

It was noted that UVH will be constructing a new website in the near future

Statement of Community Consultation (SoCC) for Mallard Pass Solar Farm from SKDC was sent to Uffington Parish council for comments to be put forward by Thursday 21st April. Uffington Village Hall was requested to be added to the list of Village halls and for any further consultation meetings, UVH to be considered as a venue to enable residents to attend for further information. The Parish Council expressed their condolences on the news that Keith Busfield of the Mallard Pass Action group sadly passed away early April. Keith had attended several of Uffington Parish Council meetings to give detailed updates of the groups work and projects.

  1. Any other business

Cllr Hartley noted that the no dogs sign at Pound Field was broken. There were reports that dogs were being taken for walks in this field even though it is prohibited

Action – Clerk to purchase new sign and to have a reminder notice posted into Towers and Spires to reiterate that dogs must not be allowed in to  the field
