Unapproved Minutes of the Parish Council Meeting held on Monday 1 December 2025 at 7pm

1. 71/26 - Apologies for Absence - Cllr Baxter sent apologies and a message of Happy Christmas to all Council members
2. 72/26 –Approval of Minutes
The minutes of the meetings held on 6th October 2025 were reviewed and approved as an accurate record

The minutes of the meeting held on 20th November were reviewed and approved as an accurate record.

3. 73/26 – Public Forum

4. 74/26 - Declarations of Interest
No declarations of interest were received.
5. 75/26 – Annual Allotment Agreement 2026
Council members reviewed the annual allotment arrangements for the forthcoming tenancy year.
It was noted that:
- There is currently no Allotment Working Group, due to the reduced number of Councilors.
- The allotment tenancy period will continue to run from March to March each year.
- Payments must be received within 30 days of the new tenancy agreements being issued by the Clerk.
- No amendments were made to the existing Allotment Policy.
It was proposed and agreed that the annual allotment rents be revised as follows:
- £15.00 per half plot
- £30.00 per full plot
These changes will take effect from the 2026 tenancy year.
6. 76/26 - Annual Precept 2026
Members considered the annual precept requirement for the 2026 financial year.
It was resolved that the precept should remain unchanged at £6,300, consistent with the 2025 level.
The Council also noted the Clerk’s salary increase in accordance with the NALC 2026 pay scales.

9. 79/26 – SKDC District Councilor V. Smith Report Dec 2025
Local Government Reorganisation Debated at SKDC full council on 20th November. It was proposed that SKDC would put forward a model whereby the Lincolnshire County Council area would be divided in two new authorities. SKDC, NKDC and SHDC would form one local authority, leaving Boston, City of Lincoln, E Lindsey and W Lindsey to form the other. The two unitary authorities at the top of Lincolnshire (North Lincolnshire and North East Lincolnshire) would be left as is or free to join with others as they saw fit. Rutland was dropped due to issues with cross border services and lack of firm commitment. Other authorities have other plans. All were submitted to national government by 28th November. National Government will then undertake a formal consultation in March 2026 with a final decision on which model to go with and the new boundaries of the authorities being known in July 2026. It is hoped that elections to the new authority will take place in May 2027.
Food waste collection: From 2026 as part of a national directive. Households will be given two bins (5l kitchen and 23l outdoor), likely distributed January 2026. Collections due to start Mar/Apr 2026Further details https://www.lincolnshire.gov.uk/types- waste/food-waste/5
Mini Orchard: Grants available via SKDC - for up to £1500. Deadline 12th January 2026
Cllr Smith confirmed she has liaised with officers re application s25/1912 and has requested this be determined at committee if planning officers are minded to recommend it for approval.
10. 80/26 - No Planning applications for review
11. 81/26 - Correspondence
The Council considered correspondence received from a resident regarding parking along Casewick Lane, which was reported to be causing obstruction and safety concerns for road users and large agricultural vehicles.
Members discussed the matter and noted:
- The issue has been ongoing for some time and has previously been raised with both the District Council and Lincolnshire County Council.
- Two village site visits have already taken place with the relevant authorities.
- The introduction of yellow lines is not considered viable, as the lane is also used for resident parking and enforcement cannot be guaranteed.
- Councilors felt there were no further actions available at parish level and recommended that the resident contact Cllr Ashley Baxter at Lincolnshire County Council for further support.
