Unapproved Minutes of the Parish Council Meeting held at Uffington Village Hall on Monday 7th July 2025 at 7pm

1-29/26 – Apologies

2-30/26 – Approval of Minutes from 27th May 2025

3-31/26Public Open Forum

Resident passed comment regarding the draft minute’s publication. Draft minutes are added to the website and also displayed on the Noticeboard. Advised that if any residents wish to see any draft minutes or have any questions regarding information regarding the Parish Council, they can contact the Clerk directly. On July 11th there will be a community Speed watch day in the village. Volunteers will be holding a three-hour morning slot and it is hoped that a Police officer will be in attendance.

Resident of Casewick Lane reported that the curbing has been done by Highways along Casewick Lane to alleviate recent flooding. Still waiting for a response regarding the investigatory works by LCC that were carried out. Clerk, residents and Cllr V Smith to continue to ush the matter with Highways to ensure the drains are operating correctly and any necessary works are completed.

4-32/26 – Declaration of Interest

None received

5-33/26 – Playground Maintenance

The annual playground inspection was Carried out in June and did not identify any high-risk areas but there are items that require basic maintenance and upkeep. Council members agreed that an outside contractor was now needed to keep the playground in good order. Cllrs were asked to investigate any local contractors for quotes and an action plan for staggered works to be drawn up to keep within budgets for any necessary works. Clerk to contact neighbouring villages for details on local contractors used and to obtain quotes to bring to the next Parish meeting.

6-34/26 – Kilnside Energy

Cllr Waterfall listed points for review to submit to the Planning Inspectorate for the proposal of Kilnside Energy. A proposal was made to submit the points raised on behalf of Uffington Parish Council

8-36/26 – Outside Reports

Cllr Smith, District Councillor Report - July 2025 

 

Local Government Reorganisation: Plans to see abolition of the two-tier system of District and County Councils replaced by single tier unitary authorities of around 500,000. Due for completion by 2028 but many uncertainties. SKDC are running information evenings for Town and Parish Councillors (22 July Stamford)

 

(LGR is different to...) Devolution: We are now part of the Greater Lincolnshire Combined County Authority with oversight from our newly elected Reform Mayor

 

Local Plan Consultation on additional sites runs until 28th August. This is the Regulation 18 stage of the local plan. These additional sites are needed due to the increase in house building targets as set out by central government. This means SKDC have been asked to deliver 886 per year up from 701 per year (previous government target) for the plan period 2023-2043.  Across the district this means that 17,720 homes need to be delivered during this time.  Land earmarked for housing locally: Deeping 1890 (previous 971), Stamford 1850, Bourne 1037 (previous 457) Baston 283 (from 86), Langtoft remains 55, Thurlby remains 136 (and 1,055 for Deeping from the Peterborough local plan)

SK Today: The next edition of SK Today will soon be online. The cover features the new colourful bin wagons. Inside stories include updates on CCTV, Great Big Spring Clean, FixMyStreet and other news. I would encourage residents to subscribe.  SKToday subscribers also get informed about other council events and consultations.

 

Food waste collection: From 2026 as part of a national directive. Households will be given two bins (kitchen and outdoor) and a supply of liners.  Collections will be weekly on usual bin day https://www.lincolnshire.gov.uk/types-waste/food-waste/5 Further details to follow.

 

SKDC are changing their bin routes later in the year.  This may result in a change of collection day for residents.  Over the past 12 years many houses have been built across the district and bin routes need to be updated as a result.  Further information will follow through various news channels. Households will also be written to.

 

NSIPs: It is anticipated that construction work on Mallard Pass may begin within the next 12 months. Uffington specific:

 

Drainage Casewick Lane: liaising with LCC on behalf of residents and will continue to follow this up.  New kerb stones have been sited and a CCTV survey has been performed.

Cllr Smith and Clerk to continue to liaise with LCC and Cllr Baxter on the drainage issues along Casewick and Main Road

11-39/26 – AOB

The co option of a new Cllr should take place at the next UPC meeting in August. Cllr Brown raised the issue of the weeds and untidiness along Main Road heading into Newstead corner. To be logged on fixmystreet and also contact Highways as it is clogging drainage and looks unsightly. Foliage and overgrown trees/shrubs on Copthill corner. To be logged for maintenance.
