Unapproved Minutes of the Parish Council Meeting held on Monday 26 January 2026 at 7pm
Present: Cllr Brown (Chair), Cllr Barratt, Cllr Carr & Cllr Hepburn & District Cllr Ashley Baxter

1. 83/26 – Opening of Meeting and election of Chair
Cllr Brown opened the meeting and formally noted his resignation as Chair.
A proposal was put to the Council for the appointment of a new Chair.
Cllr Barratt proposed that Cllr Hepburn be appointed as Chair, which was seconded by Cllr Carr.
Cllr Brown formally resigned, and Cllr Hepburn continued the meeting as Chair - All in favour
2. 84/26 – Apologies for Absence
Apologies were received from Cllr Vanessa Smith.
3. 85/26 – Approval of Minutes
The minutes of the Parish Council meeting held on 1 December 2025 were reviewed and approved as an accurate record.

4. 86/26 – Public Forum
A resident had contacted Uffington Parish Council regarding potential funding from the Mallard Pass Group and queried whether funds could be used for a footpath extension along Greatford Road. It was noted that this request had previously been submitted to Lincolnshire County Council (LCC) Highways. LCC confirmed they have a record of the request; however, no funding is currently available. District Cllr Ashley Baxter stated he was unaware of the previous request by Uffington Parish Council. Clerk to send details of the request to Cllr Baxter.
Cllr Baxter to check whether any additional funding may be available through the Mallard Pass development or via Highways.
5. 87/26 – Declarations of Interest
No declarations of interest received
6. 88/26 – PEP Mallard Pass Community Benefit Fund
Cllr Hepburn reported that he attended a meeting at The George Hotel, Stamford, regarding the PEP Mallard Pass Community Benefit Fund. The meeting was not productive and was ended early due to representatives of the Mallard Pass Group not having the required information. It was agreed the meeting would be adjourned.
An offer letter has since been received, which proposes a significantly reduced figure than what was initially put forward. The offer is less than 10% of the amount originally put forward by the Parish Council members
Cllr Hepburn advised that he was due to meet with representatives from other affected parishes on 27 January 2026 to discuss next steps and to formally reject the current offer. It was noted that the Chair of Essendine Parish Council had undertaken significant work in collating a proposal and liaising directly with PEP.
It was explained that, should funds be granted, distribution would be based on the percentage impact on each parish.
Construction traffic was raised as a concern, and it was noted that further community engagement meetings are still to be held by PEP.
Cllr Baxter advised that the LCC website includes Lorry Watch, a scheme for reporting construction traffic not using approved routes. He also reiterated that highways issues such as potholes and streetlights should be reported via FixMyStreet.
Clerk to display information on the noticeboard and notify residents via Towers and Spires magazine.
Clerk to report the footpath outside Croft Farm again on Fixmystreet

The accounts for the period December 2025 to January 2026 were reviewed and approved.

8. 90/26 – Outside Reports

Local Government Reorganisation No further updates
Food waste collection: As previously reported: This forms part of a national directive. Households will be given two bins (5l kitchen and 23l outdoor), likely distributed January 2026. Collections due to start Mar/Apr 2026Further details https://www.lincolnshire.gov.uk/types- waste/food-waste/5
Council Tax: SKDC is inviting comments on Council Tax proposals for the 2026/27 financial year. A two-week consultation opened on 19th January on a proposed increase of 2.99% on SKDC’s element of Council Tax. This equates to an average annual increase of £5.66 for a Band D property. If approved, the average total annual Council tax for a property in Band D for services provided by SKDC in 2026/27 would increase from £189.37 to £195.03
SKDC is running free Skateboard workshops during half term. Sessions will run at 11am, 11.45am, 12.45pm and 1.30pm on each of the following days: February 16 at Deepings Skatepark at the John Eve Field in Market Deeping. February 17 at Stamford Skatepark, Recreation Ground.
Application s25/1912: Cllr Smith has met with residents and has raised a number of queries with officers on the mentioned application. The application is due to be heard at the March SKDC Planning Committee meeting.

Cllr Baxter provided the following updates to the Council
Consultation on Local Government Reorganisation will begin in February, with a preferred outcome expected in July.
New food waste bin caddies will be distributed regionally from 6 February. Information will be circulated to households prior to delivery. Participation is optional.
A new Monitoring Officer has been appointed at South Kesteven District Council.
Village walkabout meetings will take place again this year; dates will be confirmed to the Clerk in due course.
Cllr Baxter left the meeting at 7.40pm.
9. 91/26 – Planning
Planning reference: S25/2342 - Applicant: Ms Joanna Plant - Location: Land between 9 and 21 Main Road, Uffington, PE9 4SN - Proposal: Outline application for the phased development of up to three serviced plots for self-build/custom house building (all matters reserved apart from access).
Council members met on site with two representatives from Distinctive Developments earlier in January. This was an informative and helpful meeting
The Council raised no objections and supports the proposed development.
Action: Clerk to submit comments of support to SKDC
