1.1/27 – Apologies for Absence
Apologies for absence were received from Cllr Baxter and Cllr Trollope‑Bellew.
2./27 – Approval of Minutes – 26 January 2026
The minutes of the meeting held on 26 January 2026 were reviewed and approved as a correct record.

3./27 – Public Open Forum
There were no comments from members of the public.
4./27 – Declarations of Interest
No declarations of interest were received.
5./27 – Co‑option of New Councillors
A proposal was made to co‑opt Mr. Rob Ratcliffe and Mrs. Hayley Rudkin as Parish Councilors.
Proposed: Cllr Carr Seconded: Cllr Barratt – Resolved
Rob and Hayley were welcomed to Uffington Parish Council.
Action: Clerk to send Declaration of Pecuniary Interest (DPI) forms to both councillors.
6./27 – Monthly Accounts
The monthly accounts were presented and approved.

7./27 – Outside Reports
Cllr Vanessa Smith joined the meeting and presented her report to the Council.
District Councillor Report Mar 2026, Cllr Vanessa Smith (written 30.3.26)
Budget: SKDC has approved a 2.99% increase for their share for 2026/27 council tax bill, meaning contributions which fund SKDC services would increase by £5.66 for a Band D property. Funds for mobile CCTV were included within the SKDC budget. This may be of benefit for fly-tipping hot spots such as the south bound A15 lay by
Community Awards: SKDC is taking nominations for its Community Awards. The categories are: volunteer of the year award, community group of the year award, cadet force adult volunteer award, young person's contribution to community award, Neil Smith community emergency response award, Pride in your community space award and the Judy Smith lifetime community champion award. Nominations can be made online at www.southkesteven.gov.uk/skcommunityawards2026 or by requesting a paper from the community engagement team on (07780) 214771. Nominations close on 31 March. Judges will consider entries in April with a winner announced in June.
COVID Remembrance Day: Memorial trees have been installed, with the involvement of SKDC, at Stamford Leisure Centre, Bourne Leisure Centre and Deeping Medical Practice to remember those who died during COVID. Ribbons can be tied to the trees as a sign of remembrance.
Food Waste: Since beginning of the year residents should have received two new waste bins, liners and booklet on what can and can’t be placed in the caddy. South Kesteven District Council will start the collection of household waste from 13 April.
Central government led LGR Public Consultation: The Government has launched a seven-week public consultation on Local Government Reorganisation (LGR) for Greater Lincolnshire which closed on 26 March. Four proposals have been put forward as part of a process that is likely to lead to a new structure of Local Government across the county. All proposals can be accessed via the Greater Lincolnshire LGR Hub. The government is expected to announce its preferred option for Greater Lincolnshire in July
8./27 – Planning
S25/1912 – The application has been submitted to South Kesteven District Council (SKDC) Planning Committee for determination. Cllr Smith will present comments at the meeting and a representative of Uffington Parish Council will also be invited to comment. No further comments were made.
S26/009 – No further comments.
S25/2342 – This application has also been submitted to SKDC Planning Committee for a decision. Representatives will be invited to comment at the meeting. No further comments were made.
9./27 – Correspondence
Letter received from Cornerstone (Ref: 11522226) regarding a proposed upgrade to an existing telecommunications base station at Maidens Farm, Barholm, Stamford, Lincolnshire, PE9 4RY (NGR E: 507289 N: 310274).
No objections or further comments were raised.
Action: Clerk to contact Cornerstone to advise.
10./27 – Any Other Business
The Chair, Cllr Hepburn, suggested the creation of a Parish Council newsletter to provide village information and help residents understand the role of the Parish Council. A draft example was circulated to members for comments.
Cllr Hepburn also asked Cllr Smith whether Lincolnshire County Council could consider allowing signage within the village for a 'No HGV' or construction traffic restriction in light of the new Mallard Pass construction works, to help deter haulage vehicles from travelling through the village to access the site.
Concerns were raised regarding parking along Casewick Lane, particularly during school times, where congestion caused by parked cars is making it increasingly dangerous for vehicles turning off the Main Road.
A request will be put forward for double yellow lines at the start of Casewick Lane for safety reasons. The installation of a chain link fence was also suggested to prevent further damage to the grass verge from parked vehicles.
Cllr Smith agreed to contact Highways and SKDC to advocate this on behalf of the village. It was noted that any fencing would be funded by the Parish Council to help alleviate the issue.
Dog Fouling was presented as becoming a problem around the village in particular on pavements and along Manners Close grassed area. The village already has several signs and was agreed no further signs to be brought. Possible note in new newsletter and/or T&S publication to remind residents to clear up after their dogs
