Uffington Parish Council

Approved Minutes of the Parish Council Meeting held at Uffington Village Hall on Wednesday 15th September 2021 at 7.30pm

Present: Barrie Brown – Chairman, Cllr Woolf, Cllr Hartley, Cllr Barratt, Cllr Genever, Cllr Trollope-Bellew and seven members of the public

  1. Matters Arising

Hedgerow along Uffington road has now been cut back by Stamford Town Council. Pathways will need clearing – Action – Clerk to contact Stamford Town Council

Fingerpost in village is still missing and has not been replaced despite numerous reports being made. Cllr Trollope Bellew urged more people to report on fixmystreet.com

Streetlight 123 is still not operational. More reports to be made on fixmystreet.com

Hedgerow management group to meet next week to plan for works scheduled. Action – Cllr Brown to arrange

  1. Licence Variation application representation

Cllr Brown explained why the extra meeting of the Council was called on the 25 August in response to correspondence received in disagreement with the proposed new licence arrangements. Several residents have sent in further correspondence in disagreement with the letter of representation that the PC have submitted. Cllr Brown asked Cllrs for their comments on the subject. Cllr Woolf explained that she felt saddened by the responses and that the Council were only acting on behalf of the village in what best ways they can and what they felt was right, the process of representation is for an objection. Cllr Hartley & Cllr Barratt agreed. Cllrs all agreed that they stand by the decision that was made. It was also stated that the process was not of the Parish Councils but the licensing authorities and it is antiquated and not easy to use. Cllr Brown reiterated that residents were advised numerous times to submit representations as individuals and that the vote was taken at a public meeting and was voted on unanimously. The letter of representation was also circulated to all Cllr’s before submission.

Cllr Brown invited questions from members of the public. One MOP objected to the public safety concern. Several MOP’s raised concerns over the parking and gave evidence of obstruction in previous cases.

Cllr Brown concluded this agenda item by explaining that there were no details of an operating plan available or of managing any possible parking problems etc. Ultimately, the Licencing authority will make their decision. Cllr Brown also stated that the PC have always supported the Bertie Arms and will continue to do so.

  1. Uffington Playpark

The most recent suppliers quote was discussed with the proposal of extra funding. Cllr Trollope Bellew advised of a further grant the PC could apply for in helping with the funds for the new equipment. Cllr Hutchins and Cllr Sheehan had previously advised they were in agreement with the extra funding the PC could provide. Cllr Genever noted that the Jelson funds held by PC was earmarked to be spent on the children’s play area only.

Cllr Brown asked for the PC to vote on approving the new project and all in favour

Comment from Cllr Hutchins:

Cllrs discussed this application and was agreed that an objection be raised on the grounds of access and suggest only one entrance to site

 

 

  1. Correspondence – Full list of correspondence received

Sustainable StamfordThe group have been in contact again to try and gain support for research into cycle paths in villages. Uffington has been identified as having a need for a path. Due to the complexity of the subject, it was agreed upon that this would need to be adjourned and added to the next agenda for discussion. 

Transparency Code Action – Clerk to check all policies and relevant document are up to date

Woodcraft Services are scheduled for works at the play area on 30/09/2021.

 

  1. Any other business

It was noted that there has been some unrest at the village allotments. The annual review is due in November. Cllr Brown suggested the allotment working group arrange to meet with tenants to communicate any issues before the review.

Clerk to organise communication once date is arranged with working group

Standing Orders to be updated to no longer accept anonymous letters or complaints. Cllr Trollope Bellew noted that anonymous letters were not accepted at South Kesteven District Council

Cllr Trollope Bellew also confirmed that District council is in charge of the conservation areas of the village and not the Parish Council. The Parish Council does not manage any of this area

Cllr Genever noted that if a tree is decided upon for commemorating the Queens platinum Jubilee this would need to be done at the end of February 2022 at the latest. Cllr Trollope Bellew reminded that the Parish Council would need permission form LCC if this was to be planted on or near any highways
