Approved Minutes of the Parish Council Meeting held at Uffington Village Hall on 4th April 2023

2-81/2023 - Approval of minutes from 20th February 2023

3-82/2023 – Matters Arising
Cllr Barratt had received a response from SKDC regarding the felling of Tree on application 22/2423/TCA. No responsibility taken for the damage to the wall.
Damage of Safety barrier outside of Village Hall to be reported by VH representative
TRO raised with LCC for speed limit to be revised as part of application NH/224 along Uffington Road
The SKDC Community fund applied for by Uffington Parish Council was successful and the grant will be awarded for the Kings Coronation celebrations in the village
6 Nomination papers were submitted to SKDC offices for the May elections
4-83/2023 – Petanque Court Request
A request for a petanque Court to be placed at the green space area at the Play Park was received and discussed by Council members. Residents of Lindsey Road were asked to contact the Council with any concerns and replies received were read to the full Council members. The area was mapped out on 2nd April 2023 by Cllr Brown and the applicant.
Cllr Church and Cllr Hutchins both expressed opinions that the Court was a positive thing to have in the village but disagreed with the placement at the play area and deemed it an unsuitable area for it to be. Cllr Brown noted that the area concerned was originally left as a green space and for ball games.

5-84/2023 – Kings Coronation
SKDC Grant available for funding of new Parish Noticeboard. A proposal was put forward to proceed with one of the quotes received at a cost of and to apply for the grant.

7-86/2023 – Outside Reports
Cllr Cooke began by updating that South Kesteven District Council has £1 million available for community projects across the district through the UK Shared Prosperity Fund.
Applications can now be made now by town and parish councils, parish meetings, charter trustees and community groups to finance projects that deliver community improvements and build pride in place.
There are four project categories: building improvements; green space and outdoor improvements; culture, arts, and heritage; and heritage initiatives.
Applicants will need to show a need for their project, as well as demand and the ultimate benefit it will have for the community. The applications will then be considered by our UKSPF Board.
Full details – and an application form – are available on the South Kesteven website. Cllr Cooke encouraged for this news to be shared with all the community groups involved making best use of this opportunity.
The UK Shared Prosperity Fund is also helping to make our District a safer and more secure place. A £284,000 project will see ageing CCTV technology upgraded, with a digital line installed and existing analogue cameras replaced with digital equipment.
We will have much clearer imaging and better picture and video sharing capabilities, far superior to analogue, and the new functionality could also allow us to deploy mobile CCTV in the future
This year’s Deepings Literary Festival, on May 27th and 28th, is being supported by South Kesteven District Council with a £2,179 Community Fund grant.
Finally, an important reminder that photo ID will be required to be able to vote at a polling station in May, when local elections take place across South Kesteven.
Accepted forms of photo ID include a passport, driving licence, Blue Badge, Older Person’s bus pass, and identity cards with the Proof of Age Standards Scheme hologram. Most voters will already have an accepted form of ID - and those who haven't can apply online or via SKDC. Full details are on the SKDC website.
Ideas were briefly discussed on best use of applying for grants including clean up of the Queen Victoria fountain on the main road and entrance to the Village signs.

S23/0096 - Mr. Ben Treanor, Erection of 1 dwelling and conversion of existing outbuilding. 47 Main Road, Uffington, Lincolnshire, PE9 4SN.
Following a request by the resident of 53 Main Road, Uffington Parish Council carried out a second site visit to view the proposed building from the garden of No 53.
The resident of No. 53 has concerns on two points.
1 - There is a possible privacy issue with two bedroom windows facing south (elevation 3) with views into No53’s garden.
2 - The ridge height of the bedrooms/bathrooms wing (elevation 4) at 7.6M could block the natural light from No 53’s garden especially as the building is approx. 1 metre from the boundary wall and the ground level for the proposed building is higher than that of No 53.
The Parish Council is of the opinion that these residents’ concerns should be taken into account when this application is considered. These concerns were submitted to the planning officer by the Clerk. Cllr Cooke updated that at its current state the application will be refused. Applicant to discuss amendments to original application with planning officers

11-90/2023- Correspondence
Letter received from allotment tenant requesting that the Council reverses its decision in its annual allotment agreement in December 2021 to allow current residents from outside of the village to remain tenants. It was decided for the Clerk to seek legal advice regarding this matter and update the Council when received.
12-91/2023 - Any Other business
Cllr Brown gave thanks to all the current members for their commitment to Uffington Parish Council over their term and their involvement in the positive projects brought forward. A special thank you was given to Cllr Genever for his 50 years service as a Parish Councilor and many years of commitment to the village.
Cllr Sheehan gave thanks to the Chair, Cllr Brown and to the Clerk
Next Council meeting to be held in the Village Hall on Wednesday 24th May at 7.45pm. This will be the Annual Meeting of the Parish Council
