Unapproved Minutes of Parish Council Meeting
Held at Uffington Village Hall on Monday 6th October 2025 at 7.00pm
Present: Cllr Brown (Vice Chair), Cllr Barratt, Cllr Carr, Cllr V. Smith
In Attendance: Three members of the public were present

1. 53/26 - Apologies for Absence
Apologies received from Cllr Baxter and Cllr Trollope-Bellew. The resignations of Cllr Waterfall, Cllr Woolf, Cllr Armstrong and Cllr Genever were formally noted.

2. 54/26 -Approval of Minutes
Minutes of the meeting held on 18th August 2025 were approved as a true record.

3. 55/26 – Public Forum - Guest Presentation
Mr. Trevor Burfield, Chairman of Essendine Parish Council attended to present a proposal regarding a potential Community Benefit Fund from Mallard Pass Solar Farm for the eight affected parishes. Member’s received the information
4. 56/26 - Declarations of Interest
No declarations of interest were received.

5. 57/26 - Tree Preservation Order Request
Resolved to submit a Tree Preservation Order (TPO) request to SKDC for a Maple tree on Greatford Road.

6. 58/26 - Tree Works – Lindsey Road
The Council considered a quotation for maintenance works to two trees at 31 Lindsey Road as per the quotation received. Approval was granted on the condition that works are carried out strictly in accordance with the submitted quotation and no additional works ae undertaken without prior approval
Resolved to approve tree maintenance works at 31 Lindsey Road as per the quotation submitted

7. 59/26 - Public Rights of Way
The right of way at Casewick Lane has not been kept clear. Uffington Parish Council received confirmation that clearance works would start to take place week commencing 29th September 2025. A letter has been sent to LCC rights of way to highlight the recurring issue and request regular monitoring.
Note: Future concerns regarding public rights of way should be reported to LCC directly and not SKDC
8. 60/26 - Mallard Pass Community Benefit Fund
Proposal to include Uffington PC in the funding request to Quinbrook for inclusion in the Community Benefit Fund at £4,076 per MW (350 MW) per annum for 60 years (as per the development consent order) for the operational life of Mallard Pass Solar Farm

Correspondence was received concerning the precept increase in March 2025. The Clerk and Cllr Brown confirmed that due to ring-fenced playground maintenance funds and low reserves, the precept was raised to ensure the financial stability of the Parish Council.

10. 62/26 - District Councillor Report
Cllr Smith delivered her report
- Local Government reorganization - SKDC is seeking residents views on what they would like to see as the priorities of the new local authority survey available here: https://www.givemyview.com/lincolnshirelgr/surveys
- Bin routes - A recent change in routing has meant a change in the bin day for residents. Please get in touch if you experience any issues with this either directly to Cllr Smith or to the Uffington PC Clerk
- Food waste - To begin March 2026. This is a national directive aimed to improve energy capture from waste disposal. Households will receive two lockable caddies, 5 litre indoor and a 23-litre outdoor version. Food waste including meat, dairy, tea bags and plate scrapings will be collected weekly using a dedicated vehicle and will be taken to an anaerobic digestion facility where it will be turned into biogas and fertiliser. It is anticipated that the bins will be distributed to residents in January.
- Casewick Lane drainage – LCC are investigating the issue with the survey team
11. 63/27 - Planning
S25/1708 – No objections to the removal of a Larch tree at Yew Cottage, 53 Main Road.
12. 64/26 - Correspondence
No correspondence requiring discussion.
13. 65/26 - Business for Future Meetings
Cllr Brown expressed concern regarding the resignation of 4 councillors and the risk of Uffington PC becoming inquorate and without a standing Council. Vacancy notices will be published and displayed locally including the village Facebook page and the Towers & spires magazine. A revised schedule of 2026 meeting dates to be presented at the next full meeting
