District Matters
Cllr Smith, District Councillor Report - Feb 2025
Lincolnshire Devolution: Mayoral elections due in May.
Local Government Reorganisation: Much uncertainty but district councils and county councils will be abolished and new unitary authorities formed. LCC elections are going ahead in May but these will be the last.
Mallard Pass: Has been sold on to another investment company - Quinbrook Infrastructure Partners
Deeping Leisure Centre: Plans to reopen have reached an impasse as Greg CIC have been unable to reach an agreement with the Anthem Trust
Local Plan: Due to central government’s commitment to increase house building more allocated sites are required by local councils. This means that SKDC’s draft local plan has had to be further revised and will be going forward for another public consultation later this year - June/July 2025. Uffington specific:
Speed limit out of the village discussed at highways walkaround
Cllr Trollope Bellew re-iterated Cllr Smiths notes on the devolution proposal by Government. Currently a lot of uncertainty regarding the way the unitary authority goes ahead with lots of areas to be considered and discussed. Initial plans go in at the end of March with larger consultation due in November 2025
SKDC had a productive multi agency meeting to discuss the flooding issues with Tallington. Groups included the Parish Council, Anglian water, LCC Highways and SKDC. The meeting proved very successful and SKDC have helped groups come together to help with the problems. Greatford are hoping for the same

6-88/25 – Highways Issues
Reports were given to Council members that issues of problem and dangerous parking had been reported over the course of recent weeks by residents by taking photographs and reporting them to Lincolnshire Council parking enforcements. Talks have been held with the Headteacher of Uffington Primary school and correspondence has been sent to parents asking them to park and drive sensibly around the School. LCC have responded to the issues raised and they cannot enforce parking on yellow Zig Zags surrounding the school or parking in vicinity of roundabouts and junctions. These are advisory warnings only. It was decided that the speed limits and parking issues in Uffington will be put forward to the next scheduled meeting in April to discuss further suggestions.
A proposal was made to fence off the small area of grass outside of the Church paddock on School lane to enable the grass to be re-seeded, preserve the area and prevent further damage

S24/2109 - Ms. S Santos, 4 School Lane, Uffington, Lincolnshire, PE9 4SU - Creation of a dropped kerb to allow vehicle access and removal of section of boundary wall – Uffington Parish Council wishes to formally object to this Planning application for the creation of a dropped kerb. The Councils concerns primarily revolve around safety issues, especially given the location's proximity to Uffington Primary School and the potential risks posed to all pedestrians, particularly schoolchildren. The proposal also impacts a wall which lies in the heart of the Villages conservation area which the Council strongly wishes to protect
The proposed dropped kerb would be situated directly on the route that many children take to school. The increase in vehicle traffic in this area poses a significant risk to their safety. During school hours, the presence of young children is particularly high, and the potential for accidents at this location is deemed high risk
Allowing vehicles to cross the footpath where children and residents of the village walk increases the likelihood of dangerous interactions between vehicles and pedestrians. Children may not always be aware of their surroundings, and any vehicle movement in this area could lead to accidents. Many residents walk along this pathway to the Church
The proximity of the proposed dropped kerb to a blind bend and a junction further exacerbates these safety concerns. Vehicles approaching this bend may not be able to see vehicles maneuvering. This situation is dangerous for both drivers and pedestrians.
The Council believe that any alteration or removal of the wall would have a severe impact on the conservation areas aesthetic. Its removal would detract from the architectural integrity and historical value of the area and the Council members wish to preserve these elements
Uffington Council member are concerned that allowing the removal of the boundary wall could set a precedent for future developments or further alterations in the conservation area, leading to a gradual erosion of its character.
10-91/25 – Correspondence
A request from a resident was put forward to the Council regarding help with funding for a defibrillator. The Council members decided that they are happy for the Council to make a donation but more information was needed in order for a decision to be discussed and made. Clerk to contact resident for more information to take to the next full meeting
Uffington PC supports Ryall Library. Clerk to send letter of support to Rutland CC
Uffington Council will sponsor to fly the flag for the VE day celebrations on May 8th and encourage residents to incorporate the celebration into the village scarecrow weekend with ideas of bunting, wearing red white & blue etc.
11-92/25- Any Other business
Speeding in the village and ideas on how to resolve the parking issues around the village and in particular areas around the school to be put forward as an item on the agenda for the next full PC meeting to be discussed in more detail along with the Speed watch group members
