Approved Minutes of the Parish Council Meeting held at Uffington Village Hall on Wednesday 23rd August at 7.30pm

 

Present: Barrie Brown – Chairman, Cllr Waterfall, Cllr Genever, Cllr Barratt, Cllr Carr, Cllr Church and two members of public

Clerk – Mrs. K Turner

 

Public Forum: 

Cllr Brown welcomed everyone to the meeting and invited a member of the public to discuss planning application S23/1187. It was noted that the amended application had not been significantly changed and the Parish Councils previous comments submitted to SKDC still stand and a further comment to be submitted to confirm that Uffington Parish Council agree with South Kesteven District Councils refusal decision on this application.

2-28/24 - Approval of minutes from 6th July 2023

 

The minutes were approved as a true and accurate record subject to edit 7-22/24 that Cllr Smith did not attend the SKDC funding workshop and 11-26/24 Cllr Church does not advocate a reduction of the speed limit to 20mph along Greatford Road

3-29/24 – Matters Arising

Cllr Brown read through previous minutes dated 6th July 2023. The LCC village walkabout was discussed and Council members not present updated. It was agreed it was a useful informative meet. Council members requested for Clerk to write to Cllr Baxter for his formal support on having timber posts placed along the verge of Casewick Lane to protect the grass and to prevent parking on the verge. Clerk to keep in touch with the Highways manager for updates on issues raised

S23/0537 – Cllr Brown, Cllr Waterfall and Cllr Church attended the site for this application and Cllr Brown read through the site notes that were submitted to SKDC. Council members could not find any issues with the planned build and did not raise any objections but the comment of consideration should be given to providing access for the neighbour to his rear garden in the form of a track or preferably paved walkway which would take up a very small area of the enclosed land was submitted to the planning officer.

Clerk to contact SKDC regarding funding for defibrillator

Cllr Brown is in the process of obtaining three contractor quotes for village gates

Following on from ideas raised for projects funded by the SKDC prosperity fund a member of the Village Hall committee read through some information regarding the John Clare countryside projects and the Langdyke trust and their Nature recovery plan. The plan for a possible heritage board with identifiable walking trails for Uffington Village and possible paper maps. A separate working group to be formed to gather more information for this project to take to the idea for funding. Cllr Carr agreed to attend the Nature recovery meeting being held on 31/08/2023 on behalf of Uffington PC

 

4-30/24– Allotments – The annual allotment review date will be Sunday 15th October

 

5-31/24 – Play Area - Cllr Brown updated Council members on the playground inspection carried out on 28th July by Cllr Waterfall and Cllr Brown. The park and equipment are in general good order. 2 fence panels need replacing at the toddler area and two bolts missing on the climbing frame. Action required. Clerk to contact residents of Lindsey Road regarding the boundary wall which is deteriorating.

Annual inspection of the play equipment with external contractor has been booked for October 2023 with HAGS UK

7-33/24 – Outside Reports

Cllr Smith sent in her report for this meeting as follows

SK Funding workshops:  There was a successful workshop held in Deeping in July. (Rosemary attended so she will be able to tell you more) Information was provided to community groups on the various pots of money available and how to apply. Further sessions will be held: 21 Sept - Stamford, 18 Jan- Grantham, 21 Mar - Bourne

 

SKDC have recently purchased some houses in Langtoft for refugees.  This was with funding   from central government and will be beneficial to the area in the long term but it has created some disquiet in the local community. The story has been in the national news.

 

Recycling: Purple lidded bins to be introduced later this year with first collection early 2024.

A motion was also passed at the July District Council meeting to investigate the feasibility of kerbside collection of batteries for recycling purposes.  I also raised the issue of disposable vapes, which are not recyclable and causing fires in our recycling centres.

 

SKDC have put aside £300k to fund Green initiatives as part of the Climate change fund.  Please get in touch if there are any Green initiative you would like to see the Council take forwards.

 

UK Shared Prosperity fund: First board meeting since the May elections took place during the first week of August. Less than £5k is now an officer delegated decision.  More than £5k goes to the Board.

 

SK Today - this is now online only for households.  There are some hard copies available in Deeping library and Stamford swimming pool if anyone would like one.

S23/1409 - Mr. Horne, The Coach House, Main Road, Uffington, Lincolnshire, PE9 4SN, T1 crown reduce horse chestnut by 15ft in height and proportionately in spread, T2 crown reduce sweet chestnut on north side only to clear house roof, T3 crown reduce walnut by 12ft and proportionately in spread, T4 yew reduce height and proportionately in spread, T5 crown reduce hornbeam by 10ft in height and proportionately in spread, T6 crown reduce black pine by 20ft and thin by 5%, T7 reduce west side of Ballustrade horse chestnut (Approximately 1-2m in spread) to bring into flowing line with the remainder of the tree, T8 re-pollard sycamore, G1 re-pollard lime trees, G3 re-pollard willow trees

10-36/24 – Correspondence

Email received from resident advising that the public footpath to Barholm at the end of Casewick lane was unpassable and had not been made clear for right of way by landowner. Clerk contacted landowner and was advised that the path was to be cleared ASAP

Hedge along Main Road opposite Hindmarch garage has been cleared and cut after the story appeared in the Stamford Mercury that Stamford Town Council had not actioned the maintenance. It is understood that the hedge was not cleared by Stamford TC but another group

Clerk has written to allotment tenant after reports of weeds.

11-37/24- Any Other business

It was noted that the Give way sign outside of number 2 School Lane had been moved to now be sat flat against the hedge so is not visible to oncoming traffic. Clerk to contact Highways and chase up the works for this

Hedge at 26 Somes Close is slightly overgrown. It was noted that the owners do regularly keep the hedge trimmed

Seating bench in the play area needs some maintenance. Cllr Church kindly offered to treat the wood to maintain it.

It was requested that the Parish Council website be advertised on the new Parish Council noticeboard when installed

Request for a Tallington Cllr to attend an Uffington PC meeting to update and discuss proposed cycleway
